In Lebanon, HAI provides holistic services focusing on psychosocial support, violence prevention, livelihoods strengthening, and social cohesion to diverse vulnerable populations affected by the Syrian refugee crisis, including women and girls, Lesbian, Gay, Bisexual, Transgender and Intersex (LGBTI) individuals, and survivors of Sexual and Gender Based Violence (SGBV), torture, and trauma.

Summary:The Deputy Country Director will ensure the effective implementation of Heartland Alliance International’s (HAI) programs in Lebanon, by overseeing aspects of program implementation with project staff; liaising and working closely with the Director of Finance and Administration (DFA); program development and donor relations; and working with Country Director to ensure sustainability of programs in country; as well as assuming a Deputy Role in the absence of the Country Director.

Essential Duties and Responsibilities:

This is not an exhaustive list of duties. The need for flexibility is required as staff are expected to carry out any other related duties that are within their skills and capabilities whenever reasonably instructed.

General Management, Financial Management, and Administration

Program Management, Development, and Monitoring and Evaluation

Supervisory Responsibilities: The Deputy Country Director will be responsible for supervising program staff and their implementation of project activities in a timely and effective manner. In addition, the Deputy Country Director will build staffs’ capacity on technical skills as needed.

The requirements listed below are representative of the knowledge, skill, and/or ability required.   • Education and/or Experience:A Bachelor’s degree or higher in a Social Science field or any other related field. 4-6 years of managerial experience in the relative field preferably with local and international NGOs and project management. Background in either access to justice, mental health, and/or GBV programming a must.

o Project management and project design experience, including financial and personnel management;

o Experience working with NGOs, the UN, USAID or other U.S.-government agencies;

o Experience implementing international human rights programming;

o Experience working with and developing the capacity of local CBOs/NGOs; and

o Knowledge and understanding of basic M&E concepts.

  • Analytical Skills:

o Ability to define problems, collect data, establish facts, and draw valid conclusions;

o Ability to synthesize complex or diverse information, collect and research data, use intuition and experience to complement data and design work flows and procedures;

o Understands organizational and strategic implications of decisions;

o Ability to develop and implement cost saving measures;

o Ability to responsibly manage organizational resources; and

o Ability to align daily work with strategic goal

o Ability to delegate tasks to staff with diligent follow-up and action points.

  • Language Skills:Must have written and spoken fluency in English and Arabic, French is a plus.
  • Communication and Leadership Skills:

o Exhibits confidence in self and others;

o Has an ability to foster effective communication and teamwork with staff from a range of economic, cultural, ethnic and social groups;

o Inspires and motivates others to perform well;

o Effectively influences actions and opinions of others;

o Accepts feedback from others;

o Gives appropriate recognition to others;

o Excellent oral communication skills: speaks clearly and persuasively in positive or negative situations; listens and gets clarification; responds well to questions; demonstrates group presentation skills; participates in meetings;

o Effectively communicates utilizing a variety of technologies such as phone or video phone (i.e. Skype);

o Effectively communicates with non-native English speakers;

o Excellent written skills: writes clearly and informatively; edits work for spelling and grammar; varies writing style to meet target audience needs, including cross-cultural needs; presents numerical data effectively; able to read and interpret written information;

o Effectively communicates and manages electronic communication such as email, Blackberry (or other PDA);

o Ability to remain composed and professional in difficult circumstances; and

o Policy, advocacy and community organizing experience a plus.

  • Computer Skills:Proficiency in Microsoft Office, Internet Explorer, Outlook/Exchange; Windows operating systems; and other software routinely used by Heartland Alliance.
