Summary:
Heartland Alliance International (HAI) seeks an experienced HIV/AIDS prevention and treatment expert to drive thought leadership for innovative HIV/AIDS programming for key populations in Sub-Saharan Africa and globally. Key Populations (KPs) include men who have sex with men (MSM) and other LGBTI individuals, sex workers, people who inject drugs (PWID), inmates and others. This position will facilitate organizational learning on the design, implementation, monitoring, and documentation of HAI’s global HIV/AIDS programs. Primary responsibilities include: working closely with the Design, Monitoring, Evaluation, and Learning (DMEL) team to inform quality program design; training HAI and staff on best practices in global HIV/AIDS programming, particularly for KPs; representing HAI externally; documenting HAI’s unique approaches and successes; and ensuring high-quality program implementation.
Essential Duties and Responsibilities
· Provide expert technical assistance and capacity building including support for the design, implementation, and monitoring and evaluation of HIV interventions implemented by HAI and national and local partners, particularly for KPs
· Support HAI’s global teams to refine approaches for expanding KPs’ access to HIV prevention, testing, care and treatment services, and for reducing the stigma and discrimination that these populations face
· Build and maintain HAI’s institutional knowledge of current epidemiological, public health, and social science literature, trends, and responses, in order to recommend appropriate approaches and best practices
· Contribute to the development of HAI’s strategic approach to scaling up HIV/AIDS programs for KPs in Sub-Saharan Africa and globally
- Remain informed on current state-of-the-art programs in international HIV/AIDS interventions, through the review of literature and articles, and maintains links with PEPFAR, USAID, CDC, UNAIDS, and other international bodies which specialize in this issue.
- Serve as a focal point for cross-organizational learning in HIV/AIDS, assisting with the development of case studies of successes and lessons learned, and other publications to highlight HAI’s niche areas of expertise and value added.
· Facilitate the sharing of best practices across Heartland Alliance and HAI programs in different countries.
- Support the Director of Program Development to design, draft, and edit proposals related to HIV/AIDS
- Develop scopes of work, project deliverables and monitoring and evaluation indicators and targets together with the Program Development team for grant and service delivery partners as required.
- Develop guidance, tools, case studies, models, and other materials related to HIV/AIDS programming to promote learning across country offices, and to share HAI’s expertise with external stakeholders
- Represent HAI and its projects in professional and public settings, and makes presentations at professional meetings and conferences.
- Help to establish minimum standards and other guidelines to ensure program quality and ethical implementation.
Qualifications

Education and/or Experience:
· Master’s, medical, and/or doctoral degree in medicine, public health, nursing, social work, or related field
· 10+ years of experience in global HIV/AIDs programming, including extensive experience developing and implementing health programs for Key Populations
· Experience writing case studies, abstracts,
· Academic research experience is a plus
Technical Skills:
- Demonstrated ability to train staff and implementing partners in health approaches
- Experience in development of output and outcome level performance measurement indicators and targets related to HIV/AIDS
· At least three years of experience in a developing country setting, and/or in planning, development, implementation of HIV/AIDS programming for other international NGOs, donor organizations, or public or private sector institutions
· Extensive knowledge of and sensitivity to gender issues
· Knowledge and expertise of human rights and human rights-based approaches to public health

· Proficiency in French strongly preferred; Spanish proficiency is a plus
· Demonstrated competency in public speaking
Computer Skills:
- Proficiency in Microsoft Office, Internet Explorer, Outlook/Exchange, Windows operating systems
- High proficiency in Excel, SPSS, or another statistical analysis software
- Other software routinely used by Heartland Alliance
