Evaluation Terms of Reference (TOR)
Background:
Heartland Alliance for Human Needs & Human Rights (Heartland Alliance) is a non-profit 501©3 umbrella organization that has been responding to the needs of marginalized and vulnerable populations in Chicago for over 125 years. Leveraging this expertise and history, Heartland Alliance International (HAI) was founded to expandthe organization’s reachto the countries where many vulnerable and displaced persons originate, and which have been adversely affected by war, violence, and poverty.
About the Project:
With generous support from The Secretary's Office of Global Women's Issues (S/GWI), HAIlaunched WEDecide:WomenEmpoweredin Decision-Making Positions to End Discrimination*project, a 20 month project designed to build on HAI’s successful women’s leadership programming. HAI’s center has been equipping women with the skills and networks necessary to become leaders and advocates since 2010 through a variety of transformational activities. Through its programs, HAI has: 1) incubated the development and consolidation of over 30women’s groups, creatinga new generation of advocates through activities like debate and book clubs; 2) organized quarterly workshops on gender issues in reconstruction, which led to grassroots campaigns against sexual harassment; and 3) supported women leaders to engage with high-level stakeholders about their rights. HAI designed the*We-Decide projectto directly respond to the Women, Peace, and Security National Action Plan priorities of (1) participation in peace processes and decision-making, and (2) protection from violence. HAI has worked closely with its local partner IDEH to address these priorities through two mutually-reinforcing project objectives:
1) Women in Port-au-Prince are empowered with new leadership skills and increased access to information, networks, and resources; and
2) Public awareness of the impact of gender-based violence and discrimination, and sexual harassment is increased.
II.**Evaluation Rationale and Objective:**
HAI seeks to support an externally-led final performance evaluation to understand the degree to which the WE-Decide project has empowered women of Port-au-Prince to make substantive change. The evaluation is aimed to measure changes in levels of women’s leadership skills,access to information, networks, and resources; as well as measure changes in levels of public awareness of the impact of gender-based violence and discrimination, and sexual harassment.
Findings from the final evaluation will be used to:
· Identify the extent to which the project’s intended results have been achieved; and
· Toinform the design of future women’s empowerment and leadership projects.
III.**Evaluation Deliverables:**
· Methodology Plan:A written, draft methodology for the evaluation will be submitted to HAI for review and approval no later than the tenth day of work. The methodology plan should include the evaluation design, data collection plan, instruments, tools, and guidance, and an operational work plan. The methodology plan will be discussed with HAI and finalized prior to the Contractor’s arrival in Haiti. It is anticipated that some ofthe methodology, such as the instruments and tools, will be adjusted once the Contractor is in Haiti and upon approval by HAI.
· Debriefing with WE-DECIDE staff:The Contractor will present major accomplishments and findings from the evaluation to WE-DECIDE staff through PowerPoint presentation after completion of the field-based data collection. To the extent possible, the Contractor will lead the PowerPoint presentation in Haiti, or will conduct it remotely via the Internet or phone conference. The debriefing will include a discussion of achievement and issues as well as any recommendation the team has for possible modifications to project approaches, results, or activities. The Contractor will consider WE-DECIDE staff comments and revise the evaluation report accordingly, as appropriate.
· Draft Evaluation Report:The Contractor will submit a draft report of the findings and recommendations from the evaluation no later than two weeks following the end of data collection in Haiti. The format of the evaluation report should follow the guidelines provided by HAI.
· Final Report:The Contractor will submit a Final Evaluation Report that incorporates HAI’s responses to the Draft Evaluation Report no later than ten days after HAI hasprovided the Contractor written comments on the Draft Evaluation Report. The format of the evaluation report should follow the guidelines provided by HAI. The report will be submitted in English, electronically.
Evaluation Team Composition & Desired Qualifications
The Consultant will receive support from HAI’s project team. The Consultant should possess the following qualifications:
§ Fluency in French and English;
§ Outstanding oral and written communication skills;
§ At least two years demonstrated experience in conducting evaluations and writing reports;
§ Demonstrated experience working in the field of women’sleadership and rights;
§ Demonstrated knowledge of the key challenges and actors associated with sexual harassment and GBV in Haiti.
IV. Evaluation Management:
The Contractor is responsible for completing the deliverables listed above. HAI will provide overall direction to the Contractor, identify key documents, and assist in facilitating a work plan. HAI will assist in arranging meetings with key stakeholders identified by HAI and the Contractor prior to the initiation of fieldwork. The Contractor is responsible for arranging other meetings as identified during the course of this evaluation and advising HAI prior to each of those meetings. HAI will assist the Contractor with arranging the location and the logistical preparation for the focus groups and interviews. The Contractor will be responsible for the success of the data collection strategy, proposing relevant and feasible, incentivized methodology. The Contractor will be responsible for procuring his/her own work/office space, computers, Internet access, printing, and photocopying during the preparation and reporting periods. The Contractor will be required to make his/her own payments for such services. WE-DECIDE staff will be available to the Contractor for consultations during the evaluation process.
