Project Title: Financial and Administrative Systems Review
Location: Based in Bogotá or Cali, Colombia, with visits to Cali, Bogota, Buenaventura, and Quibdó.
Duration: 4-6 weeks

Organizational Background:
Heartland Alliance International (HAI) is the youngest and fastest growing part of Heartland Alliance for Human Needs & Human Rights, a family of organizations that has been leading anti-poverty and social justice work in Chicago for more than 125 years. HAI is comprised of nearly a dozen country offices implementing programs on a broad range of human rights issues globally, as well as the Chicago-based Marjorie Kovler Center for the Treatment of Survivors of Torture, which serves individuals from more than 50 countries. HAI has significant expertise in the fields of trauma-informed mental health care and access to justice for survivors of rights abuses. It is also an industry leader in access to high-quality and stigma-free health care. Across all of its programs, HAI promotes progressive, innovative approaches to human rights protections and gender equality.
HAI is globally recognized for its trauma-informed mental health service provision programs and research. The organization has solid experience implementing mental health and psychosocial support (MHPSS) programming at the regional level, particularly in Colombia Heartland Alliance International is a leading non-profit organization in the provision of trauma-informed mental health services for Colombian victims of armed conflict and forced displacement. The Colombia program approaches its work through three pillars: access to justice, access to mental health care, and advocacy.
Essential Duties and Responsibilities:
Task Description: The contractor will be responsible for carrying out a financial and administrative review of HAI programs and partners in Colombia to provide program/operational support. The evaluation will assess HAI and partner financial and administrative systems, internal controls, donor requirements, and best practices with the following deliverable guidelines:
Deliverables:
Evaluation Methodology & Work Plan: A written, draft methodology and work plan for the financial and administrative review will be submitted to HAI for review and approval no later than the 7th day following the signing of this agreement. The methodology and work plan should include the evaluation design, data collection plan, instruments, tools, and an operational work plan, including a timeline. The methodology plan will be discussed with HAI prior to the start of any data collection activities. The Contractor may change the methodology but must submit any changes for approval to HAI prior to implementation.
Evaluation Data: All raw data used in the financial and administrative evaluation analysis should be submitted no later than two weeks after data collection activities are completed. The Contractor will provide data in an electronic file in an easy to read format; organized and fully documented for use by those not familiar with the project or evaluation. Make preliminary recommendations for financial and/or administrative interventions to address the needs of financial and administrative accountability.
Draft Evaluation Report: The Contractor will submit a draft report of the findings and recommendations from the evaluation no later than five business days prior to the end of the consultancy. The Contractor will hold presentation of findings sessions with partner and HAI staff including specific recommendations for improvement and recommendations for “quick wins.” Prior approval by HAI will be required should the Contractor want to revise this deadline. The report must be submitted in English, electronically.
Participate in debriefing meetings with Latin America and Caribbean (LAC) Regional Director, Associate Director of Operations, and Chief Operating Officer throughout the process of drafting and completing the task.
Qualifications/ Evaluation Requirements:
Advanced degree in Finance, Accounting, or Business Management
Prior experience in designing and preparing financial and administrative evaluations of rights/advocacy-based projects (USG funded preferred)
Experience working with civil society organizations in conflict and post-conflict countries
Experience carrying out Financial and Administrative reviews
Excellent writing skills in English preferred
Written and oral fluency in Spanish.
