Project Manager leads the USAID Key Populations (KP) Project. Building on extensive experience and expertise working hand-in-hand with Key Populations at the intersection of health and human rights globally, Heartland Alliance International (HAI), in close collaboration with USAID and other international and local organizations serving KP in Guatemala, will support the scale-up of KP-led community approaches to enhance and expand quality HIV/AIDS prevention, care, and treatment services for Key Populations. This position reports directly to the Chief-of-Party.

Essential Duties and Responsibilities

  • Coordinate all aspects of project implementation by supporting effective collaboration on finance, administration, and monitoring and evaluation, including liaising with staff, committees, and sub-awardees and providing guidance where necessary;

  • Work with the project Steering Committee and KP-Community Review Panels to ensure efficient implementation of selected project goals;

  • Work with Chief-of-Party and Director of Finance and Administration to recruit appropriate project management staff;

  • Facilitate the logistics of capacity building activities, including South-South exchanges, trainings, etc.

  • Engage in “responsible promotion” with government entities, non-governmental organizations, and civic associations to advocate for KP rights, while protecting their safety;

  • Assist and respond to sub-awardees’ technical and/or management questions when appropriate

  • Regular travel to sub-awardee sites to ensure management and oversight of sub-awardees’ project, including sub-awardees’ management of local, nascent grassroots organizations;

  • Work with program staff to identify obstacles to the provision of HIV services and respond to difficult/emergency situations, especially those concerning the safety of participants;

  • Work with the Chief-of-Party and Director of Finance and Administration to ensure open, respectful, and accountable communication with all stakeholders;

  • Ensure compliance with all programmatic and financial requirements, including the preparation and submission of timely donor reports;

  • Responsible for all project monitoring and evaluation activities, including implementation of the M&E toolkit, data collection, quarterly reviews with partners and coordination of the final evaluation;

  • Perform all other duties as assigned.

Qualifications

Authorization to work in Guatemala. Master Degree (or equivalent) in public health or a related field. 3 years of progressive management experience in HIV and key population programming, preferably in an international non-government organization. Demonstrated commitment to gender equity and participant-driven programming.

*Note: Whether or not this position is filled will depend on successful project financing.
