Summary: Senior level responsibility and plays a significant role in federal and state grant compliance oversight and assurance. Provides advice and interpretation of grant rules and regulations, with an emphasis on the Uniform Guidance, Federal Acquisition Regulations (FAR), and USG donor rules. The Director will work in close consultation with CFO, Chief Risk Officer, COO and compliance team to ensure that Heartland Alliance’s grants and contracts proposals and operational portfolio complies with regulations in all phases of the program management cycle. The Director will contribute to building organizational capacity and technical knowledge of grants and contracts regulations and requirements and will work with Heartland Alliance teams to build greater capability in grants and contracts management across the organization.
Essential Duties and Responsibilities
Develop and integrate a grant compliance plan using a risk-based methodology on those activities creating the greatest risks to Heartland Alliance. This position will analyze potential compliance, contract or fraud risks within specific areas of a company/program to avoid or minimize compliance issues. This might include reviewing risk assessment studies conducted by government agencies and professional organizations to gauge the possible risk potential of the company. The grant compliance program should include planning and scoping processes, testing steps for the compliance and/or governance processes, a monitoring process, and an assessment of operational efficiency and quality of grant management.
Develop and modify policies/procedures/systems in accordance with government regulations and organizational needs and objectives, including procurement and subrecipient monitoring protocols.
Monitor subrecipient compliance with federal regulations and the requirements of their subrecipient agreements through site visits, audits, and other mechanisms applicable to sub recipient monitoring protocols. Recommend actions necessary to resolve issues/concerns..
Conduct routine remote and on-site monitoring and compliance reviews
Trend and track of external and internal findings reported against Heartland Alliance or affiliate entity. .
Provide guidance into interpreting grant and sub-award contractual requirements to inform decision making by senior leadership on the pursuit of grants opportunities and compliance risk. Develop with legal input, contract templates and tools to improve efficiencies and grant opportunities.
Lead capacity-building activities to improve grant management compliance and reduce fraud.
Conduct compliance and internal control training and assist in developing alternative training opportunities such as virtual and online training tools. Create tools and training to support excellence in grants management and reduction of fraud
Lead start-up and close-out workshops so staff understand contractual obligations and grant compliance requirements.
Provide technical assistance as needed with individual affiliates
< > 5-10% time to HAI country offices, sometimes in high risk locations, as well as Washington, DC< > Bachelor degree required, Masters preferred in Business Management, Business Administration, Accounting, or other related fields required. < > Applicable experience in nonprofit governance, internal audit, grants management and compliance.
Computer Skills: Proficiency in Microsoft Office software programs, including spreadsheets (i.e., Excel).
Other Qualifications: Solid research, data management, and statistical analysis skills. Detail-oriented with excellent verbal, written and interpersonal skills.
