Summary

The Monitoring and Evaluation Manager, under the direction of the Chief-of-Party, will be responsible for updating, developing, and writing monitoring and evaluation procedures and reports. Responsibilities include: Conducting monitoring and evaluation activities (including designing data collection methods, reports, and tools); visits to the field to ensure that programming activities are being implemented per the grant guidelines and targets; and submits reports in accordance with protocols and agreements.

Essential Duties and Responsibilities

  • Ensure the coordination and monitoring of all M&E activities of the project

  • Develop strategies for M&E, for indicators and a monitoring plan for the project evaluation;

  • Develop tools for monitoring and evaluation;

  • Conduct the strategy of monitoring / evaluation activities to ensure proper implementation of the project;

  • Ensure the achievement of project objectives based on the plan for monitoring and evaluation;

  • Monitor the implementation of field activities with facilitators and beneficiaries;

  • Strengthen the capacity of the project partners in monitoring and evaluation;

  • Supervise the organization and operationalization of data collection for monitoring indicators;

  • Oversee the implementation and updating of the database of the project;

  • Supervise processing and analyzing data;

  • Prepare periodic reports of the project;

  • Participate in national meetings and workshops on monitoring / evaluation;

  • Conduct periodic evaluations of various project interventions;

  • Perform other duties and responsibilities assigned by the Chief-of-Party.

Qualifications

Authorization to work in Guatemala. Master Degree in science or social science (preferably in Development Studies, Economics, Statistics, Social Work, or related fields), or equivalent experience. Minimum 3 years prior M&E experience. Demonstrated successful experience developing data collection methods and writing reports for large U.S. government funded projects (e.g. USAID) including working knowledge of USG regulations and procedures. Demonstrated experience working independently with minimal supervision and working in high-security situations. Demonstrated experience training field staff and government officials in monitoring and evaluation techniques. Demonstrated experience in conducting statistical analysis and impact assessment, including calculating margins of error, contributing variables and developing tools to address gaps in analysis. Knowledge of best-practices in HIV/AIDS KP programming preferred. Outstanding communication and interpersonal skills. Demonstrated commitment to gender equity and participant-driven programming.

*Note: Whether or not this position is filled will depend on successful project financing.
